Peter mentions that Paul wrote to the Little Flock. Do you think Paul could have possibly written Hebrews to Israel? One example would be in Hebrews as it ‘sounds’ Pauline. Yet, I do know what Paul says in Thessalonians.
2 Peter 3:15
And account that the longsuffering of our Lord is salvation; even as our beloved brother Paul also according to the wisdom given unto him hath written unto you;
Hebrews 10:34
For ye had compassion of me in my bonds...
II Thessalonians 3:17
The salutation of Paul with mine own hand, which is the token in every epistle: so I write
Peter is not telling the little flock that Paul is writing to them to teach them his doctrine in order for them to obey it like us gentiles are instructed to do.
Romans 16:25-26
Now to him that is of power to stablish you according to my gospel, and the preaching of Jesus Christ, according to the revelation of the mystery, which was kept secret since the world began, But now is made manifest, and by the scriptures of the prophets, according to the commandment of the everlasting God, made known to all nations for the obedience of faith:
Ephesians 3:1-2
For this cause I Paul, the prisoner of Jesus Christ for you Gentiles, If ye have heard of the dispensation of the grace of God which is given me to you-ward:
Peter is simply telling them that as they read Paul's epistles that are now being circulated among all believers (both in the little flock and the gentile churches) that they are to read them to understand the change in God's program with them and His delay of the wrath/kingdom.
2 Timothy 3:16
All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:
Colossians 4:16
And when this epistle is read among you, cause that it be read also in the church of the Laodiceans; and that ye likewise read the epistle from Laodicea.
1 Thessalonians 5:27
I charge you by the Lord that this epistle be read unto all the holy brethren.
Remember, just because Paul writes directly to us gentiles, does not mean that his epistles did not get to the little flock and were not read by them. His epistles still were scripture, and all scripture is profitable to all believers, whether little flock or Body saints
2 Peter 3:16
As also in all his epistles, speaking in them of these things; in which are some things hard to be understood, which they that are unlearned and unstable wrest, as they do also the other scriptures, unto their own destruction.
Romans 15:4
For whatsoever things were written aforetime were written for our learning, that we through patience and comfort of the scriptures might have hope.
1 Corinthians 10:6, 11
Now these things were our examples, to the intent we should not lust after evil things, as they also lusted.
Now all these things happened unto them for examples: and they are written for our admonition, upon whom the ends of the world are come.
No, I do not think that Paul wrote Hebrews, especially in relationship to what Peter says in 2 Peter.
2 Peter 3:15-16

Peter says that Paul wrote them about "the wisdom given unto him," that is, the Mystery of Christ! The writer of Hebrews did not write to them about the "wisdom given unto" Paul, the Mystery of Christ—what God is doing in the Heavenly Places! So I don't believe that the book of Hebrews is what Peter is talking about in 2 Peter 3. I believe that there Peter is telling the little flock to read Paul's epistles to understand the "new heavens" also ‘wherein dwelleth righteousness’ (where the Body of Christ will be).
2 Peter 3:13
Nevertheless we, according to his promise, look for new heavens and a new earth, wherein dwelleth righteousness.
As far as Hebrews 10:34 being a reference to Paul, I don't think so because a lot of those Jewish believers were under the bonds of the unbelieving authorities at one time or another, whether in Israel or at Rome.
But the greatest reason why I don't think Paul wrote the book of Hebrews is because all the 13 epistles that Paul wrote, the Holy Ghost put Paul's name on them!
And secondly, the writer of Hebrews includes himself when describing what would happen to those mentioned in the book. Some of that doctrine included losing salvation—something Paul would never include himself in
Hebrews 10:26
For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,
